This is the biggest climate investment in U.S. history, and the biggest victory for the environmental movement since the landmark Clean Air Act. It also comes at a critical time: this summer, the country experienced devastating heatwaves and deadly floods, both of which scientists believe are linked to global warming.<\/p>\n<p>Analyses indicate that this measure would reduce U.S. carbon emissions by 40% by 2030.
