Switzerland has set an ambitious climate target: it has pledged to cut its greenhouse gas emissions in half by 2030. Here's an example of how it would work: Switzerland pays to install efficient lighting and cleaner stoves in up to five million households in Ghana; these installations would help households stop burning wood for cooking and reduce greenhouse gas emissions. But Switzerland, not Ghana, will count these emissions reductions as progress toward its climate goals.
These agreements raise concerns that other countries will follow suit, delaying the more difficult reductions in greenhouse gas emissions in richer countries.
