Switzerland has set itself an ambitious climate target: it has promised to halve its greenhouse gas emissions by 2030. Here’s an example of how it would work: Switzerland is paying to install efficient lighting and cleaner stoves in up to five million households in Ghana; these installations would help households to stop burning wood for cooking and reduce greenhouse gas emissions. But it is Switzerland, not Ghana, that will count these emissions reductions as progress towards its climate targets.

These agreements raise fears that other countries will follow suit, delaying the more difficult reductions in greenhouse gas emissions in wealthier countries.
