Observers of the talks said they proceeded at a “glacial pace”. Some referred to the 2009 climate summit in Copenhagen, which by all accounts ended in failure, to express their concern. Others have speculated that the two-year pause in face-to-face discussions and the shadow of war in Ukraine may have contributed to the slow progress.

For WWF, agreement on a framework in China should be a similar step forward in efforts to combat global warming. “There’s a convergence on missions and objectives,” says one manager. “But more ambition is required,” he asserts, citing the urgency of the situation.
