In March, the Natioanl narrowly rejected the initiative in favor of the Federal Council’s direct counter-proposal, thus giving its competent commission sufficient time to draw up its own counter-proposal. Indirect, it has the advantage of setting concrete objectives directly in the law, thus speeding up the legislative process.

By 2050, the building and transport sectors will have to be CO2-free, and industry will have to reduce its emissions by 90%, according to the text. Any remaining emissions will have to be offset. An intermediate target has also been set: Switzerland must reduce its emissions by 75% compared to 1990 levels by 2040. Several incentive instruments are envisaged. It was this counter-proposal that the MPs began working on on Tuesday.
